Educational Surrogate

In education, parents and guardians play an essential role in speaking up for their child’s unique needs, especially when determining support services and specialized learning plans.

However, in certain circumstances, such as when a child is in foster care, when a parent cannot be identified or located, or when an unaccompanied youth needs support, students with disabilities may not have someone available to fulfill that role.

Under Virginia law, school divisions appoint Educational Surrogate Parents to ensure these children receive equal access to a quality education.

What Does an Educational Surrogate Parent Do?

Educational surrogates are community volunteers appointed to represent a student throughout the special education process. As a surrogate parent, you will:

  • Represent the student’s educational interests during Individualized Education Program (IEP) meetings.

  • Advocate for appropriate accommodations, services, and classroom supports so the student can thrive.

  • Review educational progress and help guide decisions regarding learning goals and placement.

(Note: An educational surrogate does not have financial or legal custody of the child; this role is focused strictly on educational advocacy during school meetings.)
